Douglas County Corrections Grinder Station in Roseburg, Oregon

One standout project in Oregon highlights both our technical capability and our collaborative approach: the grinder station installation for Douglas County Corrections in Roseburg.

The Douglas County Jail, located near the county courthouse, houses 283 beds and averages over 6,500 bookings annually. In addition to its core correctional functions, the facility offers rehabilitation programs including substance abuse treatment and life skills training. However, the jail was dealing with a persistent issue: a clogged manhole caused by solids and debris in the sewer line.

This project was awarded to Romtec Utilities through a cooperative purchase agreement, allowing Douglas County to streamline procurement and benefit from pre-negotiated pricing and terms. Cooperative purchasing is a strategic approach that saves time and resources while ensuring quality and compliance. By leveraging this agreement, Douglas County was able to move forward efficiently with a trusted vendor.

This project required more than just equipment it needed careful planning, excavation, and integration with existing sewer infrastructure.

The new system now effectively handles all wastewater from the jail and discharges it to a manhole owned by the Roseburg Urban Sanitary Authority (RUSA).

Engineering Collaboration

Romtec Utilities collaborated with IE Engineering, a local civil engineering firm based in Roseburg, to develop the site civil plans. IE Engineering managed bid solicitation, but in the end, Romtec’s turnkey installation quote was the most competitive, and we were awarded the project directly by Douglas County.

The system includes:

• A 5-foot diameter concrete manhole

• H-20 rated traffic hatch

• Muffin Monster grinder with control panel

• Rail assembly and bypass screen

This project reflects our long-standing relationship with RUSA, with previous collaborations on projects like the Back Nine, Brown Avenue, and Old Hwy 99N Winchester Vaults.
